Well I just reread the second story. While it did seem like she held some interest in the loli, it wasn't a lot.

I am unsure whether she didn't fuck her because she didn't have the confidence, or because she never really wanted to in the first place. After getting the footjob she says "what am I doing? I just wanted to be friends with Ruri-chan".

So I would assume she wasn't really that interested. But I wish she had done it anyway. Well anyway as long as she's happy now then thats fine.

This reminds me of those times I would watch Anime and get attached to the side characters (more than the main character).

Yep this confirms it. The neighbour has no interest in the loli and only wants Ruri chan. I can't help but wonder why she doesn't do any topping though. Does she only like bottoming?
